Dogs in Berlin
Dog Registration & Tax
In Germany, dog owners are required to register their dogs and pay a dog tax. In Berlin, the annual tax is currently EUR 120 for the first dog and EUR 180 for each additional dog. The tax is due quarterly in advance on the 5th of March, June, September, and December, or you can pay the full amount annually in advance.
Breeds classified as dangerous (e.g., Pit Bull Terriers, American Staffordshire Terriers, Bull Terriers, Mastiffs, Tosas) are taxed the same as other dogs but may require additional registration steps.
If you move within Berlin or Germany, notify the authorities of your new address. If you leave Germany or your dog passes away, you must deregister your dog.
You can find the necessary forms here
Please register your dog within 4 weeks at your local tax office, which will provide a dog tag. This tag must be attached to your dog's collar.
Additional Registration (since 2022): Since January 1, 2022, all dogs must also be registered in an official dog registry to help trace lost or stolen pets. This one-time registration costs EUR 17.50 online or EUR 26.50 by phone or in writing.
To register, you'll need your dog's 15-digit microchip number, typically found in the EU pet passport.
More information and the registration link can be found here.
Since January 1, 2019, dogs must always be kept on a leash in public.
Exceptions apply in:
-
Designated dog areas
-
Deserted streets, public places, or wasteland if your dog was owned before July 22, 2016
-
If you have a Hundeführerschein (Dog Owner’s Certificate), which allows younger dogs to roam freely in those areas
-
Animal doctors or professional dog handlers
Dogs must wear a muzzle:
-
On public transport (bigger dogs also need a ticket; small dogs travel free in a carrier)
-
If classified as dangerous
Playgrounds, some parks, buildings, and shops are off-limits for dogs, even if leashed or muzzled.

3. Insurance for your dog and microchip
Dog owners are required to have dog liability insurance (Hundehaftpflichtversicherung) to cover any damages their dogs may cause. This has been mandatory since 2010.
All dogs must also have a microchip implant for identification. Please consult your veterinarian for more information.
